As this illustration shows I think you will not be able to pull the lock down and out until you have pulled the side away.

Very convincing. Looks like I'll have to saw the old shelf out and
find a new one to replace it in the preferred location.


I assume the back is pinned to the shelf you are removing, so you'll
ruin the back and leave it unsupported. I strongly suggest you work
round the issue and leave the shelf where it is.
