They arent really because there is a limit to how much petrol you can use.

Maybe with that track record they find it difficult to persuade the banks
to allow the higher limit without the petrol station bearing the risk?

There is no risk for the petrol station with an applepay transaction
because no stolen iphone can be used to do applepay transactions.
