No it isn't. There are no regulations about me doing my own wiring. I can rewire the whole house if I wish. Garages, conservatories, anything that isn't an actual "extension" do not require permission. Check the government website.

Not gas, but who can see :-) An extension to the house apparently needs
planning permission,
