Did you find out what the problem was?
I just got a well drilled and it is constantly leaking around the pipe cap.
They are telling me they need to install a well buster which is thousands of
$$ on top of the money I already spent. I am so frustrated!!

Well, that's the first time I've heard of a well buster. I took a look at
it and it's a fancy plug that costs over $1000 and with installation it
could be $~1500, but shouldn't be thousands. The problem is that you have
an artesian well, which is one that has enough pressure so that water
comes to the surface without a pump, similar to a spring. And then it
gets complicated. What did they tell you when the drilled the well?
Any mention that you might need one? Typically well drillers know the
various levels where water is expected. It's not a 100% thing usually.
But they typically can tell you that usually there is water at 60 ft,
but it may not flow enough, so we may have to go to 110 ft, etc.
Somewhere in that discussion you'd think they would say that at a certain
level, if they got there, it may be an artesian that needs the fancy buster.

Another factor would be if you knew it was going to be an artesian, then
instead of going with a submersible, I would think they could go with a
conventional pump inside the house and a well cap that goes on top of
the casing, where the pipes run into it through a cheap seal that caps
the well and nothing can leak out. That has to be below the frost line though. That is how wells used to be done with shallow well pumps.
Sounds like you have a submersible, and with those, the electric wires
come out the top, so they are not sealed. I'd do some googling and see
it there is any company that makes a sealing widget other than the
well buster company. I guess another question is if the leaking water
really creates a problem. I saw a pic at well busters of a frozen mess
and it sounds like that is a big problem. Even if some water coming out
isn't a problem, if it's where it can freeze in winter, it can freeze and
bust the casing.
