Why: Because they needed a shop size that would allow an acceptable
compromise between those who wanted total deregulation of Sunday trading
and those, particularly the trade unions, who opposed any relaxation of
the rules. As I said, the choice of 3,000 square feet appears to have
been quite arbitrary.
