Except it does happen a lot, and is one of those things 'managers' are
employed for. For a routine desk job in industry it shouldn't take up
more than a few hours time, once a year, per employee.


In some professions, like teaching, it could be a rather more long drawn
out process.


Eh? How many teachers in the average school?

Compared to many thousands in a large company?


Projects like this scale per employee, not per organisation.
