I don't think a residents permit would cover a skip, they would charge
much more for a permit to put a skip in the street.

They do. Resident's parking permit - either for your own car or a visitor
- only entitles you to park in the zone. Which is large. If you need the
space outside your house for builders or removal etc and have to reserve
it, you pay for a special licence.
