No it doesn't.
People can strike for any reason they like and it may have nothing to
do with their employer as was seen in previous strikes where some
unions called out members in other industries.

Wildcat strikes proliferated in the 60s/70s
The law attempts to stop this but there is still the option of
"unofficial" strikes.
