We're moving into a house with this fireplace. It looks like it has been
over-painted many times and so it's lost any design or definition it has.
The shelf on top can easily come off. I'm just wondering what you think we
could do with it to restore it? What do you think could be underneath it?

Almost anything is possible.

What can we do?

Strip it back and hope for the best. It may be so bad that
there is a reason it was over painted so many times tho.
