Indeed it does seem rather too cheap...

The short answer is a qualified "yes".

With 18kW (if you assume that is the output power to the water), you
would be limited to around 7.3 lpm in the depths of winter, and perhaps
10.3 lpm in the summer. Probably acceptable by most people's standards,
especially as it will be at a decent pressure. Certainly better than the
most powerful electric shower.

A 24kW combi is perhaps a better minimum spec - especially if there is a
bath. However if he is just selling it on, then all that really matters
one might argue is that it "works".
