They have replaced the simple check of reading and writing with the term
"functionally literate"

which doesn't just check that you can read, for example a daily newspaper,
but that you understand current technology

It's nonsense check IMHO

In some ways its the reverse too. I bet the official test claims
that plenty of those who can use facebook and twitter fine
are functionally illiterate and that would be just plain wrong.
