Default Asbestos disposal cost-surcharge from skip Co

My father in law is having his roof replaced (slates, membrane and perhaps battens). The old roof materials were put in a skip and when the skip man came to collect, he said that he suspected that some of the waste contained asbestos and that there would be an £800 surcharge for removal.

I think the alleged asbestos-containing material was the old, man-made roof slates. The chap supposedly took a sample and then showed my father in law a statement or report from a testing lab, but did not leave the document with him.

Firstly, is £800 a reasonable charge for collecting a skip with some asbestos-containing waste?

Secondly, do materials containing *any* detectable asbestos require specialist, expensive disposal, or is there a threshold amount beyond which the requirement is triggered?

I would have liked to have had the opportunity to take a sample and get it tested, myself, but my father in law has paid up and the waste is gone.

The requirement is to double bag it and take it to a waste site that accepts it. £800 is taking the ****.
