If the heating element were to be shorted and a portion of the length
was now out of the circuit, that would reduce the reistance in increase the
current. I have never seen it, but I would be possible with many heaters.
if the heater is still good you need to replace the cord with a wire
capable
of withstanding the current draw of the heater.
