Default Are 3A plug fuses really necessary? Why not always 13A?

Any appliance that is sold for use in europe should be designed such
that its flex has adequate fault protection from a 16A circuit breaker -
since that is what would be expected in most euro countries. The UK is
unusual with the general use of 32A circuits for socket circuits - and
hence the need for additional fusing at the point the appliance connects
to the circuit.
