Boot choices can be disabled in BIOS. In a non-residential
environment, that would be the proper way to configure a PXE boot
terminal. No booting from USB, Optical Drive or Hard Drive, boot only
from the LAN.

Odds are, the BIOS was password protected before Terry reset the CMOS.
