However this does not help anyone not on line with no twitter app.
Yahoo is rubbish, Never touch it. groups.io is probably a better bet,
muchmore configerable and less prone to spam.

Twitter seemed an obvious candidate for distributing a single message to
all subscribers (watchers) but accepting and filtering an incoming Tweet
and automatically Retweeting seems more of an issue.

A mailing list might be an option (proven technology) but I am not sure
that the proposed user base has anything more sophisticated than SMS in
common.

You can set up a yahoo group that remains private and you as admin/owner
invite members to join. They then opt for emails relayed out as you
suggest or a daily digest, admin email only or no email at all.
Emails go out to a given email address and up to them if they can see that
on their phones.
I run one of these for my old school year class mates and it works well.
Includes file areas where members can store documents/photo albums for all
members to see.
