Nope, that unless Britain agrees to pay some as yet unspecified
exit fee, there will be no negotiation on anything else except
the rights of EU citizens already in Britain.

And Davis has just said that there is no legal basis for any
exit fee and May will be announcing what legal rights EU
citizens will have in Britain after it has left next week.

Any sane person would treat this as a wind up or insanity.
