Why isn't it? All we have done is filed A.50 which starts the
negotiations and we need to decide within two years of that date.

And that date can't be postponed.

It can,

by 100% agreement (us and the other 27 countries voting individually) be
extended by a year

They would be very reluctant to agree to that extension as it would mean
that the UK would still be members at the time of the next EU election and
hence, have to hold those elections
