Apple's idea of password recovery is "shall we email your new password to your icloud address?"

No, because that's the password he's lost.


There are versions of that tragedy that cause many corporate iPhones to
be uselessly kept forever in a works cupboard, chiefly the user
registered iCloud against a personal email address, then left the
company, and Apple are refusing to unlock it as there is also a lost
order paperwork trail between them and supplier / company.
