Not exactly true. They are required to offer up to 4x the one way
ticket cost up to a max of $1350 but since they usually target the
bargain ticket holders they can get away with a few hundred on a
deeply discounted ticket. The airlines managed to get the law made
inconsequential a few years ago.

Again, this is just required to offer. Nothing in the rules and
regulations sets that this is ALL they can offer.
