authorized to act as prosecutor, judge, jury, and executioner in
addition to their other responsibilities?


The answer to your question is simple. They were acting in self defense. Do you have a problem with that?


That's a more sensible answer than the previous ones. But all too often
the dead person was found to be unarmed.
