Usually, this is correct. But sometimes luck is involved. One of my Dad's
fishing buddies shot his revolver at some cops once, and they just talked
to him for a few hours until he sobered up. Of course, he ended up losing
his handgun permit, and there were a few criminal charges, arson being one.
(The cops had to let the church burn down due to the on-site presense of an
active shooter.)

In his defence, he thought they were not police, but only firemen, and he
just shot generally in their direction to scare them off. A neighbour had
called 911 when the church became ablaze, and although the firemen are
*usually* the first emergency crew on the scene, the church just happened
to be near a doughnut shup.

He didn't deliberately burn down the church and had no prior intention or
history of firebugging. But there was a huge pile of cardboard behind the
drugstore next door and I guess he was mad that it was closed because he
wanted more drugs.

He would have had enough drugs if he didn't take the rest of the bottle,
and the whole episode started when he disregarded the little message on the
pill bottle: "Do not drink alcohol when using this medication".
