A trade deal is an agreement to have lower or zero tariff or duty
on particular classes of goods being traded than the tariff or duty
that applies to imports from all other countries who are not a
party to the trade deal.


If the WTO sets identical tarrifs on everything to every country, why
bother? You've already got a level playing field.
