There is also a requirement for an earth connection. When the wipers
hit the park position the motor needs shorting to earth to brake it -
otherwise if coasts past the park position and starts again.


The switch usually shorts the motor in the off position (through the
parking sector on the gear)I recall. Things have got more complex with
relays - but the motor still has to brake otherwise of starts again.
Sometimes you can check by trying to stop the wipers (physically)at the
park position with them turned off. If you feel them slow or stop then it
is the earth connection that is missing.
Check the earth connection to the rubber mounted motor and to the column
switch.
