With your meter set on continuity check the negative and positive speaker
terminals for a short. They should read open and if even on side is reading
shorted. The amp will go into protect mode. I find it is usually always just
one channel or side that is shorted. If that is the case, then you can find
the bad components fairly easy by testing the good side components against
the shorted side. You can do this with them in circuit, but will have to
pull the ones that test bad out to be sure.
I just repaired two Phoenix Gold amps that had this same problem. One just
needed a new transistor and the other one had two bad mosfet's.

If it has a power IC output stage, you could try disconnecting the + and -
supplies to the chip(s) and see if the rest of it fires up.
