Have you tried different resolution and/or frame refresh rates from the PC ?
Get the correct driver file from the maker and make sure the graphics card
recognises the monitor.

I have a few of these monitors. They had blown pico fuses and shorted
surface mount transistors on the inverter board. I replaced these and now
they're working but they aren't displaying full screen vertically. I have
a
black area about 1/2 inch wide on both top and bottom of the screen.
Obviously there are no adjustements for Vertical width on the LCD. I was
wondering if there was something else that was wrong with the electronics

if it's just somekind of setup i'm overlooking.
