And even you should have noticed that that
legislation is more than 25 years old now.

There might just be a reason why no one has EVER got the bell ringing stopped.


There are several cases where it has been stopped, to which I've referred you
elsewhere. Most have been resolved, however, by the goodwill of the complainant
being willing to compromise to allow the bells to restart under certain conditions.
