Not much point if Scotland is in the EU and England not - with no border
controls. Rather easier to cross than the English Channel. Also a
smugglers paradise - unless England has the same deal with the EU as an EU
member.

I'd guess he'd rather more of a clue than you have. I'm actually surprised
you haven't worked out the ramifications of England being outside the EU,
but Scotland and Ireland not. Oh - and likely Wales too, if the latest
polls are to be believed.
