All Scotland is unitary authorities[1] since the disaggregation of Regional and District Councils in the 1990s.
England is a mix.

Community Councils were originally called Parish Councils as in England.
However they lost their revenue raising powers in the 1920s and were
re-named Comunity Councils existing on a grant from the county councils.
