How is it unsafe? With any reasonable amount of fresh air makeup on
the HVAC system this minuscule amount of smoke is harmless. If the
wait staff is smoking too (and a very high percentage do), what
difference would it make anyway?


Wait staff might have non-smokers.

They can work in a non-smoking bar.

FKNA, until recently most were smoky

In most of them the HVAC is customers opening and closing the when the
come or go.
Anyway, that's the justification where they have the laws.


So fix the HVAC problem if you want a smoking bar. OSHA has plenty of
rules about fresh air makeup and air quality in environments a lot
more dangerous than a little tobacco smoke.
I worked in computer rooms when smoking was legal and the smoke was
never a problem., The amount of air moving through there pretty much
made it gone in seconds. I was a lot more worried about paper dust and
other airborne chemicals from laser drums and such.
