I suggest that you take another look at the maps of Spain and Portugal.
Portugal is virtually surrounded by Spain.
It shares as much of it's "border" with the atlantic as it does with
Spain. Half of portugal is "in contact with" spain - certainly nor
"virtually surrounded" by any reasonable definition of "virtually" or
"surrounded"
