Surveyors use those to pull tape measures tight... at least that is what my
surveyor neighbor used one for!

OK, so I was wrong. Mabee I saw it at the survey office where my
brother works - I know I've seen one before - and since I spend some
time in a leather shop I thought that was where.

I'll see if my brother recognizes it.
