You did not indicate the model number!

In these types of monitors, this is usually an indication of a weak CRT.
The tech would take readings of the power supply output voltages, and the
bias voltages to the CRT. He would also check to see if the HV is in specs,
and that the scan circuits are working correctly. From this information, an
evaluation can be made to know exactly what the faults are.

I have an NEC monitor here that displays the On Screen Display (OSD)
brightly, but the image generated from the out put of the video card to the
