I'd agree on ability to enforce an evacuation. As long as a
station/store can get fuel and ice supplied, my bet is they stay open.

Most likely yes. Since there is no incentive to
pay thousands of dollars to buy a generator
(can't charge what gas is worth, during a
storm), they didn't bother.
