Default paint bathroom wall: sand, prime or both?

If the existing paint is textured and only the peeling spots
have been sanded, then I don't see how the texture is going
to match unless it's all sanded.


+1 Wash a textured wall down with TSP (red box, the real stuff), then
prime and paint. As you say. Sanded texture walls cause fits.

Or skim coat the entire bathroom with joint compound.
