when 911 became standard, it was often referred to as nine-eleven. some
people couldn't figure out how to dial or press eleven, so everyone had to
be sure to call it nine-one-one.

Nowadays, there would have to be prefixes such as:

HIjab 4-1234
CHimichanga 7-1234
LGbt 2-6969
