Have some paving slabs forming a few steps on a patio.

The slabs have a couple of inches of overhang (which i know they should not
have) so when people walk on the very edge, after a while the slabs tip up
and become loose.

I could try cementing them down again, but wonder if i could use something
that would be more adhesive than cement? Any suggestions?


Can they be re-worked so that their back edge tucks under the riser of the
next step ?
