It's 40% of some departments.
The NHS is excluded.
The MoD is excluded.
Schools are excluded.
The ODA is excluded.

And, even then, the actual savings being aimed at are £20bn. The 40% and
25% figures are to kick ministers into thinking hard about their budgets,
and seeing what's actually expendable.
