It does rather depend on whether he had any significant munitions,
which curiously is not mentioned. In the UK there is an immediate
mention of the bomb squad if there is thought to be any possibility of
explosives.

The munitions collector from St. Albans is currently being prosecuted.
Not sure of the grounds. Perhaps illegal metal detecting:-)
