'Vaping' can simply replace the way the body gets the nicotine hit. Same
as patches or pills. You can get different strengths of liquid - and
devices which deliver a different level of nicotine per puff. If you do
want to stop more easily, you'd gradually reduce the dose. As you'd do
with patches. Same as trying to control drinking, but perhaps more
successful.
Just look at the flavours and packaging of the stuff
on sale now and tell me you think that they're not trying to hook kids
in.
But you can buy nicotine free flavours.
