Not in the context that noone voted for them.

If anything, though, going for explicit political appointment would make
the second chamber MORE political, not less - there are currently 234 (30%
) who are not politically aligned. The whole point of the second chamber
is to provide apolitical scrutiny on the political lower chamber.
