Default OT Cameron's cunning plan

Everyone (so far!) may be right(ish). A bit of DIY analysis - of the
bodgit-and-run kind:

a. OTOneH the Barnett formula means the block grant gives Scotland
more spending per capita than England. Cue "it's just subsidies from
England which allow the Scots to spend so much!"

b. OTOtherH Scotland's per capita GVA[1] is higher than the rest if
the UK save for London and the SE[2]. Cue "Scotland's economy is strong
etc etc".

As so often in politics, it can be hard to agree the right answer but
damn near impossible to agree the right question

[1] gross value added - the nearest we have to GDP at regional level but
excluding taxes from oil so.........
