That is a Bus bar tap off from a 100A bus bar that should have 3 x 16
fuses in the tap off.
When I phoned the ****** who installed it (the co. name was on the
install sticker) to tell him what was wrong he said "someone must have
stolen the fuses I put in".

And the magic pixies also stole the fuses from your other taps offs as

I wonder if he did a calculation to see if the 70% of the strands he
actually bothered to terminate would be adequately fault protected?
Nah, those few strands _are_ the protective element ;-)
