Why are councils re-laying all the cables and replacing all the streetlamp
poles for no ****ing reason? All they needed to do was to change the lamp
on the top. What a waste of millions of pounds of council taxes. The
cables worked fine. The poles were in perfect condition.

it's common for councils to deliberately waste money like this, because if
the government sees them having money left over at the end of a year they
will cut back on their subsidising. Thus the councils have to make out they
need every penny.
Councils use a variety of tricks to waste money, one being road humps.
