I've seen implementations (demo quality, for ****s and giggles
implemenations to be sure) of storing files in images hosted on Flickr,
which last I checked was promising a free terabyte.

There are lots of implementations easier than "noise", like 1x1 JPEGs
with one or more 32767 byte comments / APP0 blocks. With Flickr, at
least, there is a way for user to access the "original" file and get
back that stuff.
