I got the impression that part of the PD's problem was that they did not
realize that they were being video-recorded - and had to change their
story once the video got out.

You would think that these guys would have caught on in the aftermath of
Rodney King... but they seem to have still not gotten the idea that the
probability of being video-recorded in the line of duty is now quite
high and increasing by the day.
