Consider modern Ships - they Desal sea water on-the-fly.
When living in the south pacific we distilled salt water (get nice large
crystals ) and after (middle 60's ) in practical invention of
RO-DI they did both. Rain Water and then the other two were our
source of drinkable/cooking/bathing... water. Toilets were salt water!

Two take-aways:
(1) The PRC takes action and does not just talk - talk -
talk.
Their "representatives" don't have to put on a dog and pony show for
the voters so no talk-talk-talk.
(2) Given the energy required for desalinization, even by
reverse osmosis, it appears the PRC has made a breakthrough
on LF/MSTR [Liquid Fluoride/Molten Salt Thorium Reactor]
design and deployment. The brine produced by reverse
osmosis can also be a useful industrial input/resource.
