Thank god we do not have the will to impose more regulations on
businesses. Under your plan every employee would have to punch a time
clock. In my entire working life , I never had to punch a time
clock. And yet I did work a reasonable amount of overtime.

I punched a clock at both the best and worst jobs I've had, with lots of
overtime at both. Both were 40 hours straight time and 10 OT every week,
often 20 hours OT. Neither were union jobs, BTW.
And never any talk of working when NOT punched in.
Time clocks are NBD, at least I knew what to expect on payday.
