In my experience, the major chains (Pilot, T/A, Loves, etc) are
always the cheapest. They have big "travel stores", restaraunts,
and such like connected, and that's where they make their money;
fuel sales can almost be a loss-leader.

For the smaller stations, it's a lot less predictable. In some
cases they're cheaper by the highway (because of the volume),
in others they're not.
