Default Anderson Windows Storm windows?

If I can't find anything at the home improvement stores I might give these a try.

When I worked for the window company we handled a magnetic add-on
storm window product that fit inside. We installed it in the Fergus
Market building (an old factory in Fergus Ontario) to add insulation
value for heating and cooling as well as reducing noise coming through
the windows into the office space. They worked very well. They were
acrylic with nylon or abs frames with magnetic strips molded in - we
just had to install stripping for the magnets to grab onto, and pop
them in. My dad and I installed 30+ in one Saturday afternoon.
